"China social security development index report 2013-2-15" was written by professor Chu Fuling, director of China social security research center, central university of finance and economics, funded by key projects of national social science fund, and published by economic science press.

Social security is a major issue concerning people's livelihood, a basic social and economic system, and a basic project in the construction of a moderately prosperous society. China's social security development status and future prospects was concerned for the community. The results of the "China social security development index report" series will evaluate the current situation and future prospects of social security development from a quantitative perspective.

China social security development index is an index system to measure the development level of China's social security and its quantitative results. It is also a quantitative tool to analyze and evaluate the development of social security. Preparation of Chinese social security development index, establishing index system and quantitative tools, evaluation of China's social security development present situation, judge the trend of China's social security development, targeted conclusion, is to realize the objective requirement of accurate management, that has important practical significance and theoretical value to China's social security cause.

Original data of this study reports from the China statistical yearbook of calendar year, the China labor statistical yearbook, China's population and employment statistics yearbook, China health statistics yearbook, China's civil affairs statistical yearbook, China's fiscal statistical yearbook, China social statistical yearbook, China rural statistical yearbook, human resources and social security statistics yearbook, the human resources and social security development statistical bulletin, social service statistics bulletin of the development, the sixth national population census data as well as the relevant regulatory documents, authoritative data sources.

In order to improve the evaluation index system of social security, the literatures of international organizations such as the organization for economic cooperation and development (OECD), the international labor organization (ILO), the world health organization (WHO) and the international social security association (ISSA) were reviewed. This report according to the requirements of the existing data and evaluation by 49 evaluation index update for 58 core evaluation index system of (see the appendix)，and according to the statistics calculation formula and the software programming is calculated, according to the theory of standard and the actual data of normal distribution to determine the target parameter value of indicators based on the index, according to the dimensionless method, numerical index value in [0, 1] produce according to the weighted method, the comprehensive index value is calculated from the single index value, as the basis of social security development index. In the calculation of index values and index values, there may be abnormal index values and index values in individual regions, but generally, the calculated index values and index values are representative and feasible.

This report on the social security, pension security ,health care, job security, poor security as the research object, through the coverage , guarantee degree ,sustainable level ,efficiency of each part ,for dimensions such as trend analysis and structure analysis, using good positive degrees ,normally balanced degrees and comprehensive evaluation of its parameters, such as, a series of corresponding conclusions, representative is scientific and overall judgment must be innovative thought, the indicator index system of China's social security is in line with the actual development situation, have certain persuasive.

According to the research, from 2012 to 2014, China's social security system generally operated in the middle, and faced severe challenges in development. Social security coverage is running at a high level, and the level of social security has been improved. Sustainability in the middle of the operation, there is a downward trend; High efficiency in the low running, was a downward trend; Old-age security and poverty-stricken security run in the middle, showing a good trend; Medical security and employment security run in the middle, showing a negative trend.(see figures)

Due to different reform processes, the statistics of some social security projects are not complete enough to be fully evaluated. Because the index system of social security index is extremely complex, the core index and key index of social security may not reflect the whole picture of things. In addition, due to the haste of time and other reasons, there may be some omissions, which need to be further improved in the future.
