Introduction to China social security development index report 2012

"China social security development index report 2012" was written by professor Chu Fuling, director of China social security research center, central university of finance and economics.

China social security development index is an index system to measure the development level of China's social security and its quantitative results. It is also a quantitative tool to analyze and evaluate the development of social security. Preparation of Chinese social security development index, establishing index system and quantitative tools, evaluation of China's social security development present situation, judge the trend of China's social security development, targeted conclusion, is to realize the objective requirement of accurate management, China's social security cause has important practical significance and theoretical value. It is an innovative systematic project to establish a scientific and quantifiable index system of China's social security index and form a precise management system of social security. The index system design of this report is complex, the calculation and processing task is heavy, and the data involved is huge. The project team overcame many difficulties and made great efforts to achieve further research results.

This study reports of original data from the China statistical yearbook of calendar year, the China labor statistical yearbook, China's population and employment statistics yearbook, China health statistics yearbook, "China's civil affairs statistical yearbook, China's fiscal statistical yearbook, China social statistical yearbook, China rural statistical yearbook, human resources and social security statistics yearbook, the human resources and social security development statistical bulletin", "social service statistics bulletin of the development, the sixth national population census data as well as the relevant regulatory documents, authoritative data sources.

For measuring the part of the country's social security index data, refer to the organization for economic cooperation and development (OECD), international labor organization (ILO), the world health organization (WHO) and the international social security association (ISSA) international organizations such as literature, mainly including: the pension of 2011: system of Retirement income in the OECD Countries and the G20 Countries (Pensions at a Glance: 2011 Retirement - income Systems in the OECD and the G20 Countries); Pensions at a Glance Asia/Pacific 2011; Health at a Glance: Europe 2012; Health at a Glance: Asia/Pacific 2012; Health at a Glance 2011: OECD Indicators; Key Indicators of the Labour Market(KILM).

According to the study, in 2011, China's social security system was operating at a medium or low level, and the imbalance of development in different regions was still prominent. The coverage of social security is expanding, and the level of social security is decreasing. Sustainability in the middle of the operation, there is a downward trend; the high efficiency runs in the low position, presents the decline tendency; Fairness is running at a high level and has improved overall.
